The Investing in Action (IiA) programme of the International Campaign to Ban Landmines and Cluster Munition Coalition (ICBL-CMC) supports and encourages its members' national advocacy efforts. In particular, the programme aims at advancing the objectives of the 1997 Mine Ban Treaty (MBT) and the 2008 Convention on Cluster Munitions (CCM).

Through the IiA programme, the ICBL-CMC aims to achieve the following:

  • Promote and advance the universalisation of the MBT, the CCM, and their norms;

  • Promote and advance national implementation of the MBT, the CCM, and their respective action plans - the Siem Reap and Lausanne Action Plan

  • Reinforce the stigmatization of landmines and cluster munitions;

  • Empower survivor’s groups at national and local level through capacity-building and peer-to-peer support.

In 2025, the campaign is funding 25 projects across 21 countries: Afghanistan, Bosnia-Herzegovina, Cambodia, Colombia, Democratic Republic of the Congo (DRC), Ethiopia, Finland, Iraq, Mozambique, Myanmar, Nepal, Nigeria, Pakistan, the Philippines, Senegal, Serbia, the Solomon Islands, Tajikistan, Turkey, Uganda, and Yemen, in addition to a regional project covering the Middle East and North Africa.

Activities include capacity building workshops for survivors, the establishment of survivor’s networks, and peer-to peer trainings, with the aim of re-integrating survivors as fully active members of their community. Other projects focus on advocacy activities directed towards the national government, including lobby meetings with high-level stakeholders and public events to raise awareness on the risks posed by mines and cluster munitions. All the projects are implemented in an inclusive manner, with particular attention to diverse needs based on the local context.
